Russian Parliament Approves Key Military Pact with India Ahead of President Putin’s VisitSpeaker Praises New Delhi, Calls Ties “Strategic and Significant

In a major diplomatic development just days before President Vladimir Putin’s state visit to New Delhi on December 4–5, the Russian State Duma has approved a crucial military cooperation agreement with India. The approval strengthens the strategic partnership between the two nations at a time of shifting global geopolitical dynamics.

Agreement Sent for Approval Last Week

The pact, Reciprocal Exchange of Logistic Support (RELOS), was originally signed by both countries on February 18. Russian Prime Minister Mikhail Mishustin forwarded the document to the State Duma for approval last week, which has now been granted without opposition.

During the session, State Duma Speaker Vyacheslav Volodin lauded India and underscored the importance of deepening bilateral relations.

“Our ties with India are strategic and extensive, and we deeply value them. Today’s approval marks another important step toward mutual cooperation and the development of our relationship,”
Volodin said, addressing the full House.

What the RELOS Pact Enables

The RELOS agreement outlines the framework through which the armed forces of India and Russia will support each other in logistics, supply, and operational mobility. Under this pact, both countries will be able to:

  • Deploy military personnel, warships, and aircraft on each other’s bases
  • Access logistical support, refueling, and maintenance facilities
  • Coordinate joint military exercises and training
  • Facilitate humanitarian assistance and disaster relief operations
  • Strengthen interoperability and communication channels

The agreement is expected to significantly ease military drills and cooperation efforts between the two nations, enhancing operational readiness and strategic coordination.

Access to Airspace and Ports

A note published on the Duma’s official website highlighted that the approval will grant Russian and Indian naval vessels streamlined access to each other’s airspace and ports. This added convenience is expected to boost naval cooperation and expand joint operational capabilities in key regions.

Approval Amid U.S. Pressure

Russia’s decision comes at a time when India is facing persistent pressure from the United States over its continued purchase of Russian oil. Reports indicate that U.S. President Donald Trump has imposed a 25% additional tariff on India for importing Russian crude. Despite this, Russia’s approval of the agreement signals its commitment to strengthening the longstanding Indo-Russian partnership.

Strategic Signal Ahead of Putin’s India Visit

The timing of the approval—just before Putin’s arrival in New Delhi—underscores Russia’s intent to reinforce ties and advance military cooperation despite global geopolitical tensions. Analysts believe this move highlights Moscow’s confidence in India as a reliable and strategic partner.
